BACKGROUND:
The university is obligated to have policies and procedures in place on "Satisfactory Academic Progress" for financial aid programs and "Eligibility for Title IV Student Financial Aid Funds." Such policies are reviewed in the annual Student Financial Assistance audit. Policy revisions are necessary when legislative or regulatory changes occur. Such a change has resulted from the Reauthorization of the Higher Education Act in October 1998. Contained in the Act were requirements to implement new progress policies that incorporated procedures on "unofficial" withdrawals and the required return of Title IV funds in cases where students cease enrollment. The implementation of these changes was mandated to occur before October 7, 2000.
KEY REVISIONS:
The eligibility for Title IV funds is predicated on enrollment at least to the 60% point in the term. Under the section: Policy on Eligibility for Title IV Funds for Student Financial Aid Funds/Recipients, the eligibility criteria has been amended to include the new provision.
The definitions of "official" and "unofficial" withdrawal have been amended to reflect the new requirements on return of funds if students fail to remain enrolled to the 60% point in the term.
Under the section on Responsibilities, the duties of the Financial Aid Office, Admissions and Records, and University Cashier Services have been amended to reflect the required procedures on refunds and repayments of student financial aid.
