Foreign Travel Liability Insurance

Environmental Health & Safety recommends the purchase of Foreign Travel Liability insurance for all foreign trips as a cost effective and prudent method of providing for financing of the specialized risks related to foreign travel. Program coverage for the University should be primary and with no deductible thereby protecting the existing University insurance programs from increased claims and filling the "deductible gap". Program coverage for students and staff should meet or exceed common limits and provide primary coverage if the student has no health coverage.

The California State University Risk Management Authority (CSURMA), in conjunction with AIG WORLDRISK, has developed a Foreign Travel Liability Insurance Program to:

1. Address the financing of losses related to foreign travel, and

2. Provide travel assistance services for University employees and students.

The primary reasons for the development of Foreign Travel Liability Insurance
   Program (FTLIP) include the following:

GENERAL LIABILITY COVERAGE:

Existing University general liability financing includes the CSURMA Liability Risk Pool with worldwide coverage up to $1,00,000. T he Risk pool does not, however, have worldwide resources to address litigation brought in foreign countries. Excess general liability coverage (beyond $1 million) currently in place is limited in coverage to the United States of America (or legal action brought in the USA). CSU Northridge has a $250,000 deductible on this coverage which is the responsibility of the sponsoring College, Division or Program.

AUTOMOBILE LIABILITY COVERAGE:

Existing University automobile liability financing is provided by the State of California's Vehicle Self Insurance Program (VLSIP). While coverage is not limited to the USA, the State Vehicle Self Insurance Program does not have worldwide resources to address litigation brought in foreign countries.

WORKERS' COMPENSATION LIABILITY COVERAGE:

Existing University Workers' Compensation and Employer's Liability financing includes the CSURMA Workers' Compensation Risk Pool with worldwide coverage up to $350,000. The risk Pool does not, however, have worldwide resources to address litigation brought in foreign countries and there is no coverage provided for third party nationals or local nationals who may be deemed, by foreign laws, to be "employees" of the University if hired to perform services. Excess coverage (beyond $350,000) currently in place is limited in coverage to legal action brought in the USA.

FOREIGN TRAVEL ACCIDENT & SICKNESS COVERAGE: (Participants Including Students)

In addition to providing critical primary coverage for otherwise uninsured exposures to the University, FTLIP provides accident and sickness medical services reimbursement coverage for students participating in the trip, in excess of any primary coverage they may have.

Accident and sickness coverage for students includes:

1. $10,000 emergency medical expense ($100 deductible),

2. $200,000 per occurrence aggregate,

3. $100,000 emergency medical evacuation,

4. $25,000 for repatriation of mortal remains and

5. $20,000 accidental death and dismemberment for each covered person.
