To provide appropriate time for review and analysis of requests, the following timeline will be used for review of In-Range Progressions (IRPs) and Classification Review requests at the end of a fiscal year.

Although every effort will be made to complete all IRPs and Classification Review requests by year-end cutoff, an IRP or Classification Review request submitted to Human Resources after April 30th may not be completed prior to the June 30th payroll cutoff. If this occurs, Human Resources will notify the requesting department to ensure they have set aside/held over an estimated amount of funding needed to cover the possible compensation change that would be effective in the next fiscal year.

LEFT ARROW CSU Fee Waiver and Reduction Program

Eligible California State University, Northridge employees and their dependents may take courses at any CSU campus at a significantly reduced price. We have created a seminar that will orient you to the program as well as explain recent changes that will affect the application process. All new and continuing participants are strongly encouraged to attend this informative session scheduled for January 19, 2006 from 11:30 a.m. - 1:00 p.m. in the Oviatt Library, Training Room 16, garden level.

LEFT ARROW Recognition
Managers often comment about the restrictions in the CSU system for recognizing outstanding performance. In fact, most of the collective bargaining agreements provide opportunities to recognize people for exceptional contributions (e.g., merit bonuses, individual/team performance bonuses; programs vary by collective bargaining unit).

In addition, employee surveys reveal that other forms of recognition are valued too, sometimes even more than money. Employees want managerial support when they make a mistake, personal thanks for doing good work, and autonomy to get the job done. What are you going to do this year to recognize and retain your best employees?
LEFT ARROW Collective Bargaining Agreements (CBAs)
The California State University (CSU) has recently negotiated several Collective Bargaining Agreements (CBAs). Supervisors are encouraged to become familiar with the recent changes. CBA training will be provided to MPPs in January 2006; information will be forthcoming. Questions regarding the CBAs may be directed to Employee Relations at x6566.
 

Physicians and Dentists (UAPD/Unit 1)

The CSU and Unit 1 reached Agreement on Articles 19 (Salary) and 20 (Benefits), effective July 1, 2005 to June 30, 2006. Employees obtained a 3.5% General Salary Increase (GSI) effective July 1, 2005.

California State University Employee's Union (CSUEU/Units 2, 5, 7, 9)

The CSU and CSUEU reached Agreement on Article 20 (Salary) and Article 21 (Benefits), effective July 1, 2005 to June 30, 2006. The compensation package includes: (1) 2.075% GSI (2) a 2% Service Salary Increase (SSI) or a $400 bonus for eligible employees; (3) market increases for 78 different classifications; and (4) bonuses for a limited group of Custodians and Lead Custodians.

Highlights of the CSUEU Changes:

  • Temporary and ten-month employees may request changes to their Pay Plan, Articles 20.10 and 20.21
  • Changes in In-Range Progression, Article 20.34 and Side Letter
  • Added eligibility for employees to obtain salary stipends, Articles 20.39
  • Exempt employees (eligible for administrative leave) assigned to work during a state of emergency shall receive informal time off, Article 20.48
  • New procedure to follow for underpayment of wages, Article 20.49
  • Uniform reimbursement for Police Dispatchers is $250 dollars, Article 21.17
  • Public transportation incentive programs may be implemented without further negotiations, Article 21.31

The Office of Human Resources has received several questions regarding anniversary dates for SSI's. Please note the anniversary dates used for SSI's are derived using existing anniversary date (as of 2000) or the date of the employee's initial appointment, not adjusted for non-qualifying periods. Promotions, job changes, reclassifications, unpaid leaves of absence, and separations may adjust the anniversary date. California Faculty Association (CFA/Unit 3)

The CSU and CFA reached agreement on the 2005 General Salary Increase (GSI). Employees obtained a 3.5% GSI increase effective July 1, 2005. Bargaining continues on all remaining terms of the contract.

Academic Professionals of California (APC/Unit 4)

The CSU and APC reached a three-year Agreement through June 30, 2008 with the option to extend for one or two additional years. Employees obtained a 3% General Salary Increase (GSI) effective July 1, 2005 and a merit bonus pool fund will be established.

Highlights of the APC Changes:

  • New procedure for future proposed policies, Article 3
  • Changes in release time administration and allotment, Article 8
  • A 2-step formal grievance procedure, Article 10
  • Accessing employee personnel files may require a log, Article 11
  • New definition of "reprimand" with appeal rights, Article 12
  • Reduced probationary period to one year, Article 14
  • Changes to Fee Waiver, Article 16
  • A system-wide evaluation form using CSUN's model, Article 18
  • Increased funeral leave to 5 days, Article 20.9
  • Parental Leave entitlement has increased to up to 30 days, Article 20.14
  • New language and clarification for holidays, Article 25
  • New procedure for vacation requests, Article 26
  • Added language for exempt employees, Article 28
  • Computer use and confidentiality policies may be implemented, Appendix L

State Employees Trade Council (SETC/Unit 6)

The CSU and SETC reached Agreement effective July 1, 2005 through June 30, 2008. Employees obtained a 3% GSI effective July 1, 2005. Employees with 10 or more years of service will obtain a 1% Extended Performance Increase effective July 1, 2006. Employees with less than 10 years of service will obtain a $254.00 lump sum bonus on July 1, 2006.

Highlights of the SETC Changes:

  • Union stewards shall be provided with an email account and access to a computer, Article 7
  • A grievance shall be filed within 30 days of the event giving rise to the grievance, Article 9
  • Probationary employees should be given at least one evaluation before they are rejected, except in extenuating circumstances, Article 11
  • Employees on alternate work schedules working on a holiday must use the time earned within 90 days of the holiday, Article 17
  • The definition of "immediate family" includes domestic partner, Article 18
  • Employees shall be granted 5 days of funeral leave, Article 18
  • The calculation of overtime was clarified, Article 22 and 23

Statewide University Police Union (SUPA/Unit 8)

The CSU and SUPA Agreement expired on June 30, 2004. Negotiations are at impasse. The old Agreement remains in effect until a successor agreement is negotiated.

International Union, United Automobile, Aerospace and Agricultural Implement Workers of America (UAW/Unit 11 - Academic Student Employees)

Unit 11 is a new union to the CSU. The CSU and Unit 11 reached Agreement, effective June 24, 2005 to September 30, 2008. Unit 11 represents Teaching Associates, Graduate Assistants, and Instructional Student Assistants (ISAs). Eligible employees obtained a 3.5% GSI effective October 2005. Hourly salary rates of the Instructional Student Assistant classifications and each eligible ISA were raised to eight dollars ($8.00). An eligible Instructional Student Assistant shall receive either the 3.5% GSI or an increase to the new $8.00 hourly minimum rate, whichever is greater, but not both increases. Employees received a one-time lump sum bonus of $54.00, if they met criteria.

Highlights of Unit 11:

  • Teaching Associates may be eligible for benefits, Article 3
  • Graduate Assistants and Instructional Student Assistants are excluded from benefits, Article 3
  • There will be no implementation of Fee Waiver for 2005/06, Article 9
